Truth be told it's just pretty shitty to deal with and I can't find anything to fix it. All of those fixed the issue for a few days, then it comes back again, making me think it's a server-side issue. I've tried repairing client and reinstalling, even reinstalling on a different HDD. If it happens and you don't notice till you're in lobby, sucks to be you, you're stuck with either presets or dodging.
This can sometimes be quick-fixed by relogging, making my pages appear again, but sometimes that doesn't work and you're stuck with presets. More often than not however my custom pages aren't selectable by any means, and I can't create new pages. In champ select, sometimes only the presets are available from the dropdown but if I try to edit one it shows my custom pages. Normally the runes don't show up in the client under collection either. This happens if the preset pages are marked to be hidden or not. For the last few weeks I've had a bug where sometimes after logging in to League I can only select the preset rune pages.
